A municipality is an administrative entity composed of a clearly defined territory and its population and commonly denotes a city, town, or village, or a small grouping of them. A municipality is typically governed by a mayor and a city council or municipal council. The notion of municipality includes townships but is not restricted to them. A municipality is a general-purpose district, as opposed to a special-purpose district. In most countries, a municipality is the smallest administrative subdivision to have its own democratically elected representative leadership. The purpose of a PUC is not to protect utilities, but to regulate them. Most utilities are regulated monopolies and it's a fine line between between allowing the utility company to earn a proper profit and keeping rates reasonable for the citizens. Some do a much better job than others do. Our water rates have doubled in the past year and the water company is asking for another 50% increase in rates. Q. In terms of a town or city. Where does a judge rank in terms of power and political control? Does he have to answer to the chief of that town? Does the chief have to answer to the judge? or are they separate entities with different supervisors, doing different things. I was watching the Wire tonight and the chief and deputy director were mad because the Judge was asking questions, and they were concerned about what the Judge was going todo...so I wondered who has higher rank.
